1. Relocate the Conservatory to mybrownbook.com
2. Remove the General discussion since it is not much different from the Community Hall or this forum.

Otherwise, the reorganization seems good. Especially new forums the SoCal/the U.S in the regional section and the politics in the off topic section would be appreciated by many RBers.

   If whole off-topic is moved to mybrownbook.com, which is physically different server managed by different policy for different purpose, some of arguments against the Conservatory would be weaker since the forums become unrelated to RB anyway. After the re-organization, RB will concentrate to 'the main thing' after all.
